Those fees are related to any spending we may have done to help you create and build your business.

Some examples:

If we bought you a domain name and you do not want to use it anymore, you get your refund minus the domain name fees... For info domain names are no refundable anywhere else.

If we bought you a paid theme/design for your website and you decide not to use it anymore, you get your refund minus the design fees.
